Pedal Power ACT Warns of Potential Danger to Cyclists from Light Rail Plans


On Saturday, police arrested three men in connection with a raid on a watch store in Tsim Sha Tsui in which goods worth more than HK$10 million were stolen. The men – aged between 30 and 43 – were picked up in Sham Shui Po and Sheung Shui over the past two days, with investigators believing one of them might have been among the robbers during the incident.

The gang of four, dressed as construction workers, had allegedly burst into a shop at Chungking Mansions on Nathan Road last weekend and threatened staff with knives before making off with 46 Rolex and Patek Philippe watches as well as cash. Police said they also seized helmets, vests, gloves and wigs that may have been used in the robbery.

The suspects are being held in police custody while investigations are continuing. Any members of the public who may have information regarding the incident is urged to contact the police.

It is a reminder that crimes like this can happen anywhere and anytime, so it is important for people to be vigilant and take necessary precautions to ensure their safety. Valuables should never be left unattended, and if anyone notices anything suspicious, please inform the police immediately.

The seaside town of Southport near Liverpool - home to a world-famous pier, amusements, and the historical Lord Street - is set to undergo a transformation with the announcement of Kier as preferred bidder in a £73m scheme to build a new events centre.

Chosen as part of Sefton Council’s “town deal” with the government, the Marine Lakes Event Centre (MLEC) will replace the old Southport Theatre and include a theatre with 1,200 seats, and a conference and exhibition space capable of holding up to 3,000 delegates over 1,500 square metres. The council has received £37.5m from the government to fund the various projects that will boost Southport’s seafront.

Under the MLEC project, potential activities such as music, dance, performance and conference use will be catered for, whilst other improvements such as a car park, access works and external landscaping will be carried out.

Kier Group Managing Director for Constructing, Tony Clements commented: “This is another significant achievement for Kier as we continue to build on our presence in the North West. We are delighted to have been selected to provide the construction expertise for the MLEC and transforming this disused area into a vibrant new events centre. The project is expected to create hundreds of jobs and boost the local economy. Also, by catering for a wide range of events, MLEC has potential to attract visitors to the area, supporting tourism in the nearby area.

The MLEC project is due to be completed in 2024. It is anticipated that public consultation on the scheme will begin shortly before it is submitted for planning approval.

Kier Plans to Construct £73m Southport Events Venue


HS2 is an ambitious, yet controversial, high-speed rail project in the United Kingdom. With the government's decision to pause construction on the Euston station, there are many questions as to if and when this project will be completed. 

Secretary of State for Environment, Food and Rural Affairs Michael Gove recently gave an interview with Channel 4 and admitted that he does not know if the HS2 Euston station will ever be built. This latest development knows no other £458M has already been spent on the plans for this station. The plans initially were for 11 platforms, but due to budget cuts the number was reduced to 10 platforms. 

In addition, the government announced that it would pause the construction at Euston until phase 2b is complete which could potentially add another two years of delay. In the same interview, Gove did not confirm whether the project would extend to Leeds or not as the government had to “cut according to their cloth.”

Despite the latest development, there is still hope that the HS2 will see completion. Even though the Euston station has caused major delays, the majority of the project has been on schedule and is expected to finish on time. The government has confirmed that they are still committed to delivering Phase 1 of the project which runs between London and Birmingham.

The government also expressed their commitment to the project and believes that it will bring economic, social and regional benefits to citizens. According to the original plan, the project is said to be able to cut journey times between London and Birmingham by half, making it possible to travel between the two cities in just 49 minutes. In addition, it is expected to provide a £92B boost to UK GDP and create more than 100,000 jobs during construction.

HS2 is a large and complex project, and disruption and delays are inevitable. However, despite the challenges, the government remains optimistic that the project will eventually be completed and will provide the expected economic and social benefits. It will certainly be interesting to see how things unfold and what the eventual outcome of the project will be.

On September 12, 2018, tragedy struck New York City as a worker by the name of Luis Almonte Sanchez lost his life in an excavation accident. A wall collapsed and buried him underneath rocks and debris. An investigation was launched and now, after two years, the culprits have been found. 

The incident occurred in Brooklyn at an excavation site where Sanchez was working on a construction project. After an extensive investigation, Wilson Garcia Jr., 48, the foreman on the project, was convicted of fourth-degree criminal mischief in relation to Sanchez’s death. The investigation was conducted by the New York City Department of Investigation, the New York City Department of Buildings and other agencies. 

Furthermore, Robert Cayon, 55, the owner of the construction company in question, was found guilty of criminally negligent homicide for his role in the incident. Cayon was also convicted of fraudulent practices in violation of worker’s compensation laws, fourth-degree city criminal tax fraud and related charges. 

These legal consequences should remind those involved with construction projects that safety must always come first. Systems need to be put in place to ensure all employees are protected from workplace accidents and fatalities. The first step is adhering to Occupational Safety and Health Administration (OSHA) guidelines, which are there to help keep workers safe. Following these regulations is essential to any and all construction projects, to ensure that the conditions are safe enough for all the workers.

Honoring Veterans on Hyundai Construction Equipment Americas Remembrance Day


The 23rd Award Presentation Ceremony of the Construction Industry Safety Award Scheme (CIAS) was held by the Labour Department (LD) today (March 26) to recognise and acknowledge the hard work and achievements of contractors, sub-contractors, site personnel and frontline workers who have excelled in promoting and implementing safety in the workplace.

The CIAS is an industry-wide initiative launched primarily aimed at enhancing occupational safety and health (OSH) awareness and fostering a culture of safety within the construction industry. The award scheme saw an impressive response with 203 construction sites choosing to participate this year.

The entrants of the awards were divided into three categories: “Construction Sites”, “Safety Teams”, and “Outstanding Frontline Foremen”. Among them, 67 sub-contractors, 137 safety teams and 142 frontline foremen competed for awards in the respective categories.

Furthermore, the LD also held a “Safe Workers” award ceremony to recognize the efforts of the frontline workers in promoting safety standards and leading their teams in exemplary behavior during the course of assessment. A total of 30 workers were nominated for the award.

It is evident that the LD takes the safety standards of the industry very seriously. The award ceremony is one of its foremost initiatives to acknowledge and recognize the hard work of the frontline workers and motivate them to continue striving for higher safety standards in the industry.

In conclusion, the LD has demonstrated its commitment to ensuring OSH is upheld in the industry. This award ceremony was a wonderful opportunity to celebrate the achievements of the workers and serve as a reminder to all of us to stay vigilant when it comes to safety in the workplace.

​The Labour Department (LD) held the 23rd Award Presentation Ceremony of the Construction Industry Safety Award Scheme today (March 26) to recognise principal contractors, sub-contractors, site personnel and frontline workers with good performances in occupational safety and health (OSH).The scheme aims at enhancing OSH awareness and fostering a culture of safety in the construction industry.This years award scheme received an overwhelming response with participation of 203 construction sites.Among them, 67 sub-contractors, 137 safety teams and 142 frontline foremen competed for awards in three categories Construction Sites, Safety Teams and Outstanding Frontline Foremen.A total of 30 workers were also nominated for a Safe Workers award in the course of assessment.The LD attaches great importance to the OSH standards in the industry.

The Agriculture, Fisheries and Conservation Department (AFCD) is thrilled to announce the results of ACCOMPANY - Design Competition for the Reconstruction of the Public Toilet and Refreshment Kiosk within Aberdeen Country Park P.H.A.B. A prize award ceremony was held at the City Gallery, Central. 

This competition was organised by the AFCD together with the Architectural Services Department, with the aim of calling for innovative people-oriented design ideas and concepts to enhance public toilet facilities and the refreshment kiosk in Aberdeen Country Park P.H.A.B.

The jury panel selected the following entries from the wide range of designs submitted in response to this competition: first prize, second prize, third prize and two commendations. The awarded entries offer inclusive designs which enable visitors of different ages and abilities to enjoy the P.H.A.B - in a way that not only meets with the expectations of users, but also provides a modern, efficient service. 

One of the winning designs incorporated a unique approach to the toilet facility itself, creating an inviting and user-friendly space. The design features air-tight compartments in the walls, thereby minimizing bad odors while maximizing air circulation. The public toilet entrance is fitted with a curved roof which also serves as shading, maximizing comfort within the facility.

The approach towards the refreshment kiosk was more tailored towards a modern aesthetic, created by the use of geometric shapes and patterns, yielding a timeless and visually stimulating environment.

The competition has enriched the quality of public infrastructure provided in Aberdeen Country Park P.H.A.B. and provided an invaluable opportunity for the relevant stakeholders to work together in the pursuit of a more accessible, user-friendly environment. We hope this will inspire future development in public infrastructure, leading to further enhancement of the community.

As the coronavirus pandemic has unfolded, the government has taken extraordinary measures to protect businesses, including issuing emergency loan schemes to ensure banks lent money to them. However, a recent Construction News investigation has revealed that more than 4,800 Covid loans issued to construction companies are now suspected of being fraudulent.

The CBILS scheme was introduced in April 2020 and came with an 80 per cent government guarantee for lenders, while the bounce-back loan scheme that began in May 2020 had a 100 per cent guarantee for financial institutions. Of the total 4,792 suspected fraud cases, 4,792 relate to the bounce-back loan scheme.

Construction News further uncovered that the majority of bounced back loans were issued to companies with an annual turnover of less than £85,000, and one-third were issued to companies with a turnover of less than £20,000. While the scale and nature of these frauds, both economic and criminal, is still being investigated, it is clear that vulnerable businesses are likely to have been targeted.

At the heart of this revelation is the urgent need to protect businesses from fraudsters who may now be exploiting the situation. It is also essential that government and industry bodies set up better mechanisms for detecting and preventing fraud, as well as for recovering any misappropriated funds.

The UK government is already taking steps to address the issue of fraud, including setting up the Financial Conduct Authority to investigate cases of financial misconduct, and the National Economic Crime Centre to coordinate law enforcement efforts against fraud. The government has also called for a “robust response” to the problem and is engaging banks and construction companies to ensure that measures are in place to detect, prevent and recover any misappropriated funds.

A spokesperson from the Department for Business, Energy & Industrial Strategy said: “We have been clear that any deliberate abuse of taxpayer support is unacceptable. We have undertaken extensive checks to verify applications and that loans are being used in the way they were intended. We will take action against any abuse of the schemes. No amount of error and fraud is acceptable, and we are continuing to work hard to recover these funds where possible.”

The government’s response shows that it is taking the issue seriously, but businesses must also do their part to ensure they are doing all they can to protect themselves from fraud. This includes verifying credentials of those offering loans and understanding what guarantees are being provided by the lender. Companies should also quickly act on any red flags or suspicious behaviour and investigate thoroughly to ensure their business is not being taken advantage of.

The Grenfell Tower tragedy of June 2017 shocked the public and prompted an outcry for greater safety standards in the construction industry. One such outcry has been for the ending of the ongoing construction of high-rise residential blocks with only a single staircase, which has been called a “betrayal” of future residents by Judith Hackitt, chair of the Industry Safety Steering Group.

Unfortunately, even single-stair towers over 30 metres that have already been given planning permission can legally continue to be built. This means that the current regulations related to multi-stair access and fire safety for such buildings are not sufficient. The tower's residents were initially told not to evacuate after the fire began, as it was assumed that compartmentation (the practice of keeping different parts of the building separate) would ensure the fire did not spread - but this failed due to the cladding and insulation used on the outside of the building aiding a rapid spread of flames.

Given these failures, it is clear that single staircases are inadequate for high-rise buildings where there is a potential risk of fire. The installation of multiple staircases would not only provide alternate routes for people to escape, but also have additional benefits such as improved ventilation, greater capacity for residents to evacuate and more space if firefighters wanted to travel up a high-rise building.

For Hackitt, the adoption of a better safety culture among building firms has been “very mixed”. Building firms need to take responsibility for the safety standards of their projects, and ensure that all necessary measures for safety are followed, rather than taking shortcuts in order to save money or time. This would include tighter regulations for multi-stair access and fire safety for high-rise buildings, as well as the installation of fire safety systems such as smoke detectors, alarms and sprinklers.

It is clear that action must be taken to prevent any more tragedies such as Grenfell from occurring in the future. A change must come from both within the construction industry, ensuring a better safety culture, as well as from local governments, who should be stricter when granting planning permission and ensure that regulations are being followed. Only then will future residents be given the safety they deserve.

£4.5bn Southern Construction Framework Awarded to 20 Companies


The Federal Executive Council (FEC) has approved a four-billion naira ($10.9 million) budget for the construction of barracks to be used by the personnel of the National Drug Law Enforcement Agency (NDLEA). This decision was made due to the “unprecedented” threats and attacks on personnel, officers, men and other ranks of the agency.

This project is an important step in strengthening the NDLEA's presence across Nigeria. The Attorney General of the Federation and Minister of Justice, Abubakar Malami (SAN), said that these successful results unfortunately brought with them a wave of attacks and threats on their personnel. The Federal Executive Council (FEC) recently approved the N453.90bn funding of the Kano-Maradi standard gauge rail line project. This project, estimated at a total cost of N1.6tn, is currently being constructed in compliance with the proposed vision of the West African Rail Network (WARN).

The settlement ensures that at least $21.5 million dollars are returned to the city.

This project, which began with the intention to purchase and renovate a former Canada Post facility, quickly spiraled into an expensive legal nightmare for the municipality. In December 2020, the City filed two separate civil claims alleging both companies involved in the project were “negligent” in their work. The statement alleged that these companies had failed to install safety equipment, erred in their building calculations, and failed to complete projects on time, resulting in significant financial losses for the City.

Had council rejected the settlement, costly court proceedings would have been unavoidable, with trial dates scheduled for 2024. Despite the hefty settlement cost, Council ultimately decided that it would be more prudent to accept the settlement and avoid a longer and more expensive trial process. Councillors have also expressed their hope that this settlement will offer an opportunity for closure and a fresh start for the WPS headquarters project. 

The settlement doesn't come without its criticism however. While some argue that the City was wise to accept the settlement and move on, others are concerned that accepting this amount in compensation may encourage future behaviour that violates the City's rules and regulations. Regardless, the settlement is likely to cover much of the financial losses that the City incurred due to the cost overruns associated with the project.

Overall, the settlement resolves a long-standing conflict between the City of Winnipeg and the companies involved in the Winnipeg Police Service headquarters project. By avoiding a costly court battle, the City is able to recoup some of the financial losses it incurred and put the issue behind them. It remains to be seen if the City will see any long-term benefits from the settlement, or if this drawn out battle could have been avoided altogether.

As Britain looks to tackle the climate crisis, it has recently announced a £1.8 billion investment to upgrade more than 115,000 homes across England. This fund will be along with £1.1bn in match funding from local authorities, providers of social housing and charities, bringing the total investment to £2.5 billion.

The investment is part of the government’s commitment to reduce overall UK energy demand by 15% by 2030, with an ambition for the UK to move towards greater energy independence. This will make homes more energy efficient, help people save money on their energy bills, and reduce greenhouse gas emissions. 

The investment will fund energy efficiency improvements for both social and private homes in England from April 2023, over two years. Improvements that can be made to the home include exterior wall insulation, cavity wall insulation, loft insulation, new windows and doors and draft proofing measures. Heat pumps and solar panel installations are also eligible for funding. 

The government is making it easier for people to access this investment and make their homes more energy efficient without the hassle of having to fill out lengthy paperwork. Grants, loans and discounts are available through the Energy Company Obligation (ECO) scheme, which provides additional savings of up to £3,500 per household.

More than 115,000 homes across England are to get upgrades to improve their energy efficiency as the government allocates £1.8bn in funding.An additional £1.1bn in match funding for social housing provided by local authorities, providers of social housing and charities will bring the total investment to £2.5 billion to upgrade social and private homes in England.The funding will be rolled out from April 2023 to upgrade homes over the next two years.Energy cutting and cost saving measures provided through the schemes include exterior wall insulation, cavity wall insulation, loft insulation, new windows and doors and draft proofing measures, as well as heat pumps and solar panel installation.The schemes form part of the government’s commitment to reduce overall UK energy demand by 15% by 2030, as well as supporting the ambition for the UK to move towards greater energy independence.

Rebecca Larkin, head of construction research at the CPA, commented on the impact of the framework, “Encouragingly, the Windsor Framework should make it easier to transport construction products between Great Britain and Northern Ireland. If we get ministers in place to take decisions then that will be a welcome outcome”.

David Fry, director of external affairs at Northern Ireland's construction trade body, the Construction Employers Federation, echoed Larkin's sentiment. He commented: "The agreement being provided by the UK and EU governments should result in improved export opportunities for construction firms in Northern Ireland, resulting in a trimmed down set of requirements for customs, VAT, and product standards". 

In addition to the benefits that the Framework offers Northern Ireland based construction firms, Fry highlighted the potential wider implications of the new deal. He stated, “Not only will Northern Ireland have a much more efficient border which should reduce the need for regulatory checks and paperwork, but the new framework should also help ease the business processes and border journeys between the UK and other worldwide markets”. 

While the benefits of the new framework are clear, one issue remains - the lack of a functioning government in Northern Ireland. This means that the agreement cannot yet be ratified. Until there is a newly appointed minister in place to make a decision, the Framework and its associated benefits are still on hold. 

Nevertheless, the fact that there is a prospect of a simpler, cheaper, and more efficient way of transporting construction materials between Britain and Northern Ireland is certainly worth celebrating. The possibility of improved export opportunities for construction firms in the region, as well as a streamlined regulatory process and quicker border journeys, can only be welcomed by the industry. Here’s hoping that the new Framework can get off the ground soon and bring about the much-needed changes for Northern Irish construction firms.
